Until recently the government of The Bear Figure Cult, the Mother's Council and the Council of Clerics were tied in the vote to remain a theocracy or to proclaim a theocratic monarchy with the High Priest as Sovereign. This led to a nation wide referendum resulting in the people calling for the proclamation of a theocratic monarchy. The Councils then resumed voting and came to a conclusion, there will be a Sovereign if the current High Priest accepts the crown.
