New Constitution at Vote


The RIA has been voting on a new constitution that incorporates roleplay (RP). The draft is available here.

According to the draft, there will be changes to Article II (Grand Council), Article III (Citizens' Congress) and new Articles - IV (Assembly of Renegades) and V (Factions and Awesome Points).

What are all the changes?

Article II (The Grand Council)

10. Delegates may appoint 2-4 ministers and determine their duties​

12. The Roleplay Advisor (RPA) will be chosen by the Controlling Faction (CF) at each Delegate term. Each CF may choose their own RPA. If an RPA cannot be chosen within two weeks of the beginning of the delegate term, the next highest faction will gain control of the CF.

Article III (Citizens' Congress)

27. Any official (elected or appointed) can be recalled with a 2/3 majority vote. The CF must replace the official within two weeks.

Article IV (Assembly of Renegades)

31. The Citizens' Congress (CC) will create the Assembly of Renegades (AoR). This assembly will make all regional roleplay decisions (canonization, RP rules, restrictions, lore, themes, and other Out-of-Character [OOC] issues.)

32. The Speaker of the CC, or appointed member, will oversee the AoR, and will be a moderator, without other assembly permissions unless granted by the AoR.

33. The OOC body of the AoR will have all authority to discuss issues about canonization of events. Any item that was canonized before the AoR creation cannot be removed from cannon by the AoR.

34. The RP Council (RPC) will govern the OOC AoR. The RPC will include the RP Advisor and members appointed by the CF. This council will be the authority in handling In Character (IC) canonization. The AoR will handle any ties that might occur during decision making.

35. The AoR's IC body will have authority to make decisions about the current state of regional RP. This group will resemble a United Nations in manner and events in the IC body are canon.

Article V (Factions and Awesome Points)

36. The Grand Council (GC), except for the RPA, will award Awesome Points (AP) to individuals or to CFs. Individual points are also added to the CF at the time of the award.

37. A CF will be chosen after points are calculated. After each appointment at the beginning of the Delegate election cycle, the points will reset to zero and the process will start again.

38. Three factions will form - each with their own rules, names, policies. They are free to govern themselves as long as they do so without violation of the RIA law.

[39]. The CF is required to appoint a RPA whom they choose according to their own procedures.

[40]. The Factions will choose their own representative for the RPC according to their own procedures.

[41]. Factions are allowed to recruit any citizen nation in the RIA.

[42]. The GC may stop faction recruitment for equality or punishment for faction infractions. The GC must set a time limit for said prohibitions. Factions may petition the GC for an appeal.
